Nice but lack of kept promises

Overall we enjoyed our stay here. Good views, nice neighborhood. However the management promised us a $250 gas card when we moved in. By the time we moved out, they still had not given it to us. We kept on them for months after moving out, but now they don't have any record of that being offered, so they won't honor our "claim"  Need to rent an apartment?
